Usage

int shishi_tkt(Shishi * handle, Shishi_tkt ** tkt);

`Shishi * handle`	shishi handle as allocated by `shishi_init()`.
`Shishi_tkt ** tkt`	output variable with newly allocated ticket.

Create a new ticket handle.

Returns SHISHI_OK iff successful.
