radcli_avp_get_gigawords64_by_num3
Look up the octets attribute by legacy numeric id and reassemble a 64-bit counter from an octets/gigawords pair.

0 on success, -1 on failure (no such attribute, or as radcli_avp_get_gigawords64()).
