Purpose:

!> was preprocessed by balance subroutine DGEBAL.

Parameters

NIN

!>          NIN is INTEGER
!>          The logical unit number for input.  NIN > 0.
!>

NOUT

!>          NOUT is INTEGER
!>          The logical unit number for output.  NOUT > 0.
