Overview
Create a metafile from raw data. No checking of the data is performed. Use GetMetaFileBitsEx(3w) to get raw data from a metafile.

size [In] size of metafile, in bytes.
lpData [In] pointer to metafile data.
Returns
Success: Handle to metafile.
Failure: NULL.
