Overview
Send an ARP request.
Params
DestIP [In] attempt to obtain this IP.
SrcIP [In] optional sender IP address.
pMacAddr [Out] buffer for the mac address.
PhyAddrLen [In/Out] length of the output buffer.
Returns
Success: NO_ERROR
Failure: error code from Winerror.h.
