Overview
Make a duplicate of a SafeArray.
Params
psa [In] Source for copy.
ppsaOut [Out] Destination for new copy.
Returns
Success: S_OK. ppsaOut contains a copy of the array.
Failure: An HRESULT error code indicating the error.
