Initialise a SID.
Params
pSid [In] SID to initialise.
pIdentifierAuthority [In] Identifier Authority.
nSubAuthorityCount [In] Number of Sub Authorities.
Returns
Success: TRUE. pSid is initialised with the details given.
Failure: FALSE, if nSubAuthorityCount is >= SID_MAX_SUB_AUTHORITIES.
