Call a users function for each locale available on the system.
Params
lpfnLocaleEnum [In] Callback function to call for each locale.
dwFlags [In] LOCALE_SUPPORTED=All supported, LOCALE_INSTALLED=Installed only.
Returns
Success: TRUE.
Failure: FALSE. Use GetLastError(3w) to determine the cause.
