Overview
Convert a Unix time to FILETIME format. The FILETIME structure is a 64-bit value representing the number of 100-nanosecond intervals since January 1, 1601, 0:00. corresponding to the time fraction smaller than 1 second that couldn't be stored in the time_t value.
