This simply lowercases the string and returns it
my $filtered = $class->filter(undef, 'FOOBAR'); # foobarcheck ( undef, $string, $compare )
This will lowercase $string and compare it against $compare and return true or false.
if ($class->check(undef, 'FOOBAR', 'foobar')) {# they match}
