Returns a pattern that matches file URIs, as defined by \s-1RFC\s0 1738. File URIs have the form:
"file:" "//" [ host | "localhost" ] "/" fpath
Under \*(C`{-keep}\*(C', the following are returned: The complete \s-1URI\s0. The scheme. The part of the \s-1URI\s0 following \*(L"file://\*(R". The hostname. The path name, including the leading slash. The path name, without the leading slash.
